I just had an idea: What about using the iCalendar format (http://www.ietf.org/rfc/rfc2445.txt) used by Apple's iCal and Mozilla's calendar applications?I think this would be a *very* good way to go; iCalendar is already a description language that handles complicated recurrences. And lots of holiday data files are already available in that format.
