There are already lots of them written: http://www.icalworld.com/holidays.html I have no idea if they're very complicated. Has anyone worked with iCal?iCal uses the ics file standard (http://www.faqs.org/rfcs/rfc2445.html) It isn't too complicated and you should definately support it. Apple, Mozilla and a host of others use it for their desktop calendar apps.
