If this is in reference to RFC 2445-style ICS files:

is an extension for PHP 4 that provides a wrapper for libical
that can be used to read/modify/write RFC 2445 files. Full
support for ICS files should be pretty simple.
I haven't worked on the extension in about a year, but at
least one other person is using it and it seems to work for them.
It probably has some bugs and could use a good peer review.
(I've been waiting to release it for PHP 5, since libical is
very object-oriented and the extension code will be far
simpler to write for 5.)
It also includes RRULE support, IIRC.
