Public info and voting about RFE's, patches for distinc package

Hello PEAR developers, Is there any system for RFE's like bug tracker available? I've sent some letters to developers of some packages, but they seemed to be very busy to answer or it is my mail filters playing jokes. In any case I haven't received any answers from them so far and I don't have too much desire to spam them anymore. I'd like to submit some of my pathces for reviewing and voting so it can draw attention of other developers. I don't want them to go into "BUGS" because they are not bugs, but features. Is there a tracker for RFE's planned like for BUGS? I wonder if Package Proposals is such system? And if it so when why not everybody can get access to it? -- TiP
