I think you should ping toby or mike on php.net (Michael Wallner and Tobias
Schlitt). They might have access to ML configuration. Or at least they
know who is responsible. As for pear-cvs spam protection, an option
can be checked that only subscribers are able to write and
non-subscribed addresses require confirmation first to make their
letters appear in pear-cvs. And purge the base of confirmed addresses.
