You are distorting the issue. The issue is not discarding rules but
adapting them to not turn off contributors that do not want to conform
to style rules that are different from theirs.
What you are pushing is the same as of those schools that require
students to wear uniforms, as if wearing uniforms would make them better
students. Likewise, fixed style rules do not make contributors code
better because their code already works fine before it gets submitted to
the PEAR. Most authors have already their own set of style rules, except
they are not the same as PEAR.

What I proposed was not a change in the rules that is not backwards
compatible. What I proposed required that the style rules be consistent
with the style of the original contributor. If the original contributor
already use the current PEAR style rules, what I proposed is that nobody
that changes that code changes those rules.

Silly comparision? huh. The bible is a book of stories, not a set of
rules that everybody follows. If you insist on the comparision, remember
that different people have different interpretations of the bible. Even
the bible have different people telling the same story. That is just to
say that more than one style is valid.

Exactly, so you can have an idea of the figures, 20 is about 10 times
less the number that the PHP Classes Repository has as contribuitors.
Style rules are not the only turn off issue of PEAR, but it is certainly
one of the important reasons that keeps much more contributors away. If
you don't accept that being flexible here is a good point, you are
making PEAR into a thing of an elite, rather than a thing for the
community.
