Err? The point of the draft stage is it to privately assemble his draft and to entire in all the data. The proposal stage is there for discussions. So -1 from me.
While I understand your point, being able to comment right from the start could avoid very wrong proposals and save some time to the submitter. Or suggest teaming with another similar package maintainer or suggestions of that sort. My 2 cents -Philippe
