Pepr is not a Word Processer, Draft is hardly an private area that
no-one can see... If people want a private area to prepare a proposal,
then a text file on their machine is far more suitable...
The process to get to draft already assumes that they have a proposal
(eg. when applying for an account we require some idea of a package). so
the draft stage in that sense is pretty redundant..
The concern we have is that people are flipping to proposal, then 2
weeks later flipping to voting, giving a horrifically short period of
time for comments, (then wondering why everyone's -1'ing the
proposal)..... Rather than messing around with 'notice of impending
vote' or whatever, adding the ability to comment on a draft seems the
simplest, easiest to manage alternative..
