I think that's the way to go. The way the ActivePython installer
works (on Windows, at least) is pretty solid. It installs the
base system (in our case, PHP) and then proceeds to unpack and
install all of the bundled packages (in our case, PEAR). I think
there's even an option to grab additional or updated packages at
this point over the network.
I don't think this kind of installation infrastructure would be
difficult to implement at all. Most of the fundamentals are
already in place.
