Check the pear.core archives where stood the discussions.
It was even part of the initial channels RFC, which is official per
se, without being totally documented on our site.

We do write some when we have to, or we like to give a clean direction
(legally or for other reasons). However it is not our jobs to write
summaries of decisions discussed on our mailing lists.
We can take care of that if the documentation team or the pear
developers cannot manage to document the decisions made on the lists.
However it was never our jobs to write documentations or RFCs.
As far as I remember, someone even started a proposal about that. And
you even commented it:

I think it is a good basis to put online.
