It seems that the rule should be set to new packages that do not depend
on any others. That is akin to the grandfathering rule.
Let's say someone wants to write an opendocument package, it would not
depend on any other and would thus need to be in PHP5. Quickform2 would
be in PHP5 too and new packages that depend on Quickform2 would be PHP5.
E_STRICT can be can of worms so there should be a rule that says new
packages are PHP5 and E_STRICT but still allowing some leeway for cases
like the one mentionned by Joshua.
