PEPr has the "Draft" category, which to some extent gives a pretty good
overview about what is currently in the pipe. And it helps a lot to ask
on pear-dev, I guess. Most PEAR developers are subscribed here.

Usually there is no development team; instead single developers write
code outside of PEAR and come to us when they are finished or have
something to show.

Why don't you ask the authors of the package if they are working on a
transition? If they don't know of any process with regard to this, it's
most likely safe to do the work without interfering with someone else.
To sum it up: Of course we can provide any sort of tools on the
website. But sometimes talking to people helps a lot in the first
place. The theme music of the German version of Sesame Street goes like
"Der, die, das - wer, wie, was - wieso, weshalb, warum - wer nicht
fragt, bleibt dumm." (The last 5 words are most important.) It is
astonishing how well this nursery rhyme applies for adults, too. ;-)
