Naoki, isnt that what your class "Negotiator" already does?
do you agree with me if I propose that this functionality could go in
"I18N_Common" ? This way every I18N-class can "auto-detect" the
language/locale if none given in the constructor, like here:
$messages = new I18N_Messages();
