Yes. My project's initial goal was to provide this functionality and it's
already archieved.

I think it is better to put Negotiator class as separate file like
I18N_Negotiator and I18N_Common class
can do the auto-detect when it needs to do this by firing up the negotiator.
This way, web(log) analizer and not internationally translated site can get
user locale information simply by using negotiator.
Anyone has different idea?
