What I meant by "normalize" would be that peer-level tags would be
alphabetized, so that your earlier examples
<a><b /><c /></a> ?==? <a><c /><b /></a>
would indeed prove equal because "normalizing" the second XML would result
in the <b> tag preceding the peer <c> tag.
