All packages should upgrade their package.xml to version two or place a second package2.xml file along their existing package.xml - and upload a new release.
Is there exception for package that are superseced ? I'm myself maintainer of HTML_Progress / HTML_Progress2. HTML_Progress is still with package xml v1 since last version 1.2.5 (2005-11-01) I don't see any reason to release a new version only to add a package xml v2 for a package that were stopped in development, while there is a new version HTML_Progress2 that continue (on dev and support). Perharps for those guys who still continue to download (still today)[1] an oldest version.
If you would like to request that QA not update your package after September 1st 2008, please send a note to pear-qa.
