pear is not going to do so, but you can do it manually:
# comercial apps
pear -d php_dir=<foo> install Package
# PEAR packages
pear install Package

Just read the error message and fix your package.xml file :-)

go-pear downloads all the stuff directly from CVS HEAD. It will be
almost the same as the installer comming with 4.2.0
