Unless you're in the business of issuing credit cards, this algorithm
could be used only for validation. Really, all of pear is algorithms; we
classify them by what they do. There is neither 'function' namespace, nor
a 'class' namespace for the same reason.
Plus, all of this flat namespace business makes it easy to just look
around for the appropriate thing. The pear tool could have some sort of
search option too, so a user could use:
pear search credit
and find the right thing.
