IMHO it should be the responsibility of the package maintainer
to accept or to reject the contribution. So in this case it would
be Sebastian's, Christian's or Ulf's job :-).
Nominating _one_ contribution manager may become a bit of hassle
once PEAR becomes bigger. (Imagine you would have to know > 200
packages :).

It would be a nice feature to be able to contact all maintainers
of a package directly from pear.php.net to tell them about a
new contribution. (We could re-use the existing contact form
for this.)
