Of course, but about new packages ? Developpers (php-dev) would give advices.
And after that, the contribution manager would give a clear answer.
But you are right, inside a package, the 'leader' has to decide. But, in my
opinion, it has to be clearly defined. Because if PEAR becomes bigger, there
will be plenty of contributions ! :-)

It would be perfect. In case of contributions to existing packages, the form
could work as a tracking system. The question would be send to the package
developpers who would have to decide with radio buttons "Yes", "No", "You
have
to change things before"... and with an optional text field to explain... And
the contributor could track the state of its code : "Not evaluated"...
