No, but CSS is a basic standard of the W3C. I've used it widely throughout the latest version of my site http://narrow-gauge.co.uk and to be honest I don't care how it looks in Netscape 4.X - the content is still visible, the site is usable, it just doesn't look as nice. I hardly ever use javascript in a website, and always provide an alternative. Flash, Java... uggh (although now I've got ADSL I can appreciate Flash more). There's a difference between using basic standards and (what are most of the time) useless eye candy.
