I'm sorry but I couldn't reproduce. The code should do fine though.
May I ask you some questions?
Are you using the latest version of HTTP_Download/HTTP_Header?
Are you running an actual PHP version? Which?
Which web server is in use? Version?
Are you sure that PHPs on-the-fly output-compression is disabled?
