You could display the html page as normal, and use javascript to get the
download:
window.onload = function(){
location.href = 'download.php?id=1234' ;
}

Oh, wait, as I write this, it occurs to me that they might be using a
frameset, using a small frame to call the download page and a large frame to
display some friendly HTML.
