Installing of PEAR packages on windows

Can somebody point me in the right direction on how to install PEAR
packages individually on windows (please don't flame me, windows is a
requirement here at work)? I *nix I'd do "pear install
http://pear.php.net/get/<package_name>"
but, obviously, I can't do that.
Also, what's the web-installer I've been hearing about?
