There are known bugs under NT, e.g: creation of the c:/php4 directory but
running php as a cgi under apache should not affect you.
I use php under apache as module (NT4 platform). As a cli i use the php.exe
bundled with the windows distribution.
Did you try the suggested steps, that is, clean all pear related stuff and
run go-pear from scratch ? 5see the long post about the steps i followed to
get it to work).
Some things to check for in php.ini
register_argc_argv = on
output_buffering = off
