Before this gets too heated:
1) I suggest all of those willing to help out with documentation to take
a look at the discussions done on pear-doc (as well as pear-dev since
pear-doc was introduced fairly recently).
2) There is work being done on finishing up the generation of a basic
docbook basis from phpdoc.
3) There is work being done on making it possible to use OpenOffice to
write the docbook stuff.
4) And finally you can always write plain text docs.
5) And if you favourite package does not provide docs please feel free
to propose writing docs yourself on pear-doc and/or to the maintainers.
