I disagree. I prefer Helgi's idea.
Let's make a new function for pearweb that looks and acts just like PHP's
mail() function. If DEVBOX is true, then the mail should be sent to a
user configurable email address, or if that's not set, to the
sendmail_from value from php.ini.
