-1. I'd rather make Damblan_Mail capable of something like
if (DEVBOX) {
$to = $_SERVER['DEV_EMAIL'];
}
with $_SERVER['DEV_EMAIL'] being set using Apache's mod_env. (This is a
similar approach to the one suggested by Daniel.)
