nwe PECL extension to handle OpenGIS WKB structures

Greetings all, My name is Vincent Ting and I'm an addict^H^H^H^H^H^H developer. I've written a small PECL extension that formats the OpenGIS WKB geometries into PHP arrays for easier handling (there is also a plan for a utility function module - currently only one function present - a fast pointInPolygonWKB() tester). So this will help those people using the MySQL spatial extensions for example. This module is 3 times faster than having PHP parse the text version of the OpenGIS structures as pointer arithmetic in the binary structures is a much more efficient way of accessing the data. I'd like to release it to the world and perhaps someone can help fill in the rest of the utility functions as they were started mainly as an adjunct to the missing spatial functions in MySQL (all of the spatial functions implemented are only MBR).
