OK, after reading a bit further, I realized that the directions do not
explicitly say to "cd php4/" before checking out Zend and TSRM.
Here's actually something I use on my production boxes that might make
things a mite easier:
checkout php4, Zend and TSRM from CVS
mkdir -p build/php4/Zend
mkdir -p build/php4/TSRM
cd build/php4
lndir ../../php4 .
for i in TSRM Zend
do
cd $i
lndir ../../../$i .
cd..
done
