XSL module (or more precisely XSLT processor) is quite complicated and
power compsuming stuff of software, so it would not be good idea to
implement it directly in PHP. There are existing XSLT processors which are
in Java or C++. The easiest way is probably to write only interface
functions to existing XSLT processor. In C++ is written Xalan, which is
part of XML Apache Project (xml.apache.org).

Only IE5.0 knows this, and it support only draft version of XSLT (but it
is possible to update it by preview version of new MS XML library).
Mozilla can be compiled to support XSL. Other browsers, AFAIK, does not
directly support XSLT.
If you transform XML document on server, you can use different stylesheets
for different clients -- one for HTML browser, one for mobile phones with
WAP and so on.
