please try by setting it in the script:
putenv("ORACLE_HOME=X:\\Oracle\\Ora81\\NETWORK\ADMIN\\tnsnames.ora");
putenv("ORACLE_SID=DB");
putenv("ORACLE_BASE=X:\\Oracle\\Ora81");
