There is a d/l on http://www.libxl.com/download.html
We have (especially in the Payment and Database categories) different
extensions linking against libraries which are only available "for free"
with "strange" legal restrictions.
I understood PECL's goal always as a place to collect all extensions
where legally possible, so user's can do as many things with PHP as
possible simply by going to php.net.
So we can't provide binaries and we probably can do less bug fixing
there but I was told the new PECL infrastructure is supposed to have
tags which might be used to mark them accordingly.
