I've actually started writing a Windows program that acts as a server for MS
Access. All it does is open a socket and listens for incoming requests in
the form of a query, then sends that query to the MS Access database, then
encodes the results into a transmittable format and sends it back through
the socket. It's basically a Windows server program for Access.
Unfortunately, I have long abandoned it due to an unbelievable workload with
more priority than that project. But if anyone else would like to try it,
I'd be more than happy to share parts of the code. I wrote it in VB6 - I got
as far as opening up the socket, accepting a query, and getting ready to
send it to the Access database. I still need to encode it and transmit the
data back. It's primitive, but it works.

PHP on Windows: ODBC, but the file has to be on the same machine or a
network drive..
Since Access is really only a single machine local file thing, to use it
elsewhere you need to load the data into an actual database server. I
reccomend PostgreSQL. For Windows users, check out MySQL. I have heard
it works well on Windows as well as the *nix's. PostgreSQL works on
Windows, but it is a little tricky to set up on Windows (super easy on
Linux), and since it only works under CygWin, it is noteably slower than
on a *nix. CygWin is very cool, but since it is an extra compatibility
layer, performance suffers.
