PHP on Windows: ODBC, but the file has to be on the same machine or a network drive.. Since Access is really only a single machine local file thing, to use it elsewhere you need to load the data into an actual database server. I reccomend PostgreSQL. For Windows users, check out MySQL. I have heard it works well on Windows as well as the *nix's. PostgreSQL works on Windows, but it is a little tricky to set up on Windows (super easy on Linux), and since it only works under CygWin, it is noteably slower than on a *nix.
