I've built debug ts versions of php4isapi.dll and php4ts.dll, and configured IIS to use them. I restarted my machine as the non-debug php isapi module crashed IIS when I tried to stop iisadmin.
note: for a long time now "Apache" (with php built in) crashes on shutdown too, well I already had forgotten about, because on windows you will learn to ignore crashes and take them as the default way how applications work :) andré
