This sort of stuff is typically handled by the HTML authoring tool.
Templating away HTML complexity has never been an issue in any situation I
have ever worked in. People were happy with things like Dreamweaver to do
their design. It is the back-end business logic along with site-wide
layout stuff like headers and footers that I am trying to address here.
