If this is accompanied by a spec of the application, all the better. Purchase orders are absolutely standard business practice. If you ask for a purchase order and they can't provide one, walk away. Or write one up yourself and have an officer of the company sign it. Once you have a purchase order and you have delivered suitable code, they must pay for the code or face fraud charges. If they choose not to pay, their only avenue of dispute must be over whether or not the code performs to the original specification. This last case can easily be worked around by having them sign off on the code running on a test site within your control. Once they have said (even in an email) "that's fine, hand it over" I can't imagine a court giving much credence to any attempt to wriggle out of paying.
