There is a difference between K-Mart and you developing a web-site.
Situation 1:
You go to K-Mart. You want to buy The-Great-Machine. At K-Mart you get
to see how the product is since there is the actual product right before
your eyes. If you like it, you own it after you've paid it.
Situation 2:
The-Some Ltd. needs a web-site. They come to you, all you got is your
word how the product will be, they can't see or try it. You need to do
produce the product before they will pay for it, just like you in
K-Mart.
I don't think you would buy anything from K-Mart if you were there eyes
blinded and someone told you that "This The-Great-Machine will do this
and that, and you get it if you pay me in advance the whole price!".
Doesn't sound like a deal I would do.
What I do is make first a deal of the whole price of the project (I
don't charge by the hours, I know how long it will take, about at least
:) and then I charge the price in peaces on the way to the finished
product. The client gets to see the product and they wanna check if I've
done what I've told 'em - the things they want to be different are
easier to find out and 'fix'.

Where do you get the product before paying for it? Certainly not at the
grocery. Not at the department store. Not Wal-Mart, K-Mart, Pet-Mart,
Shopco, Costco, or your local pub. If you order something online with a
credit card you have paid way before you get the product. Only through
the graciousness of some are there things like shareware and /or trial
versions (somewhat disabled). There are only a couple a places I can
think of. You fill up with gas and then walk in to pay the clerk. You
get your hair cut and then pay the barber.
Other than that, payment is expected before goods change hands. When are
we, as a profession, going to see the light? This same conversation
comes up again and again on multiple mailing lists, and the bottom-line
solution always deals with getting a terms agreed to contract signed
before any work begins. Do it or lose it.
