The problem is that atk_required_version did not get expanded to 1.8.0. pkg-config supports expressions like:
pkg-config --exists "atk >= 1.8.0"
So I would try to investigate why the expansion didn't happen.

After I manually edited the configure files it blow on the Pango check -> same issue. After fixing these, I finally was able to run a compile but it did fail soon. I'll investigate further.
