You can do that already with PHP 4 as well if your script is in UTF-8:
derick@kossu:~$ cat unicode.php
<?php
function 北方话北方話()
{
echo "Hello world ";
}
北方话北方話();
?>
derick@kossu:~$ php-4.4dev unicode.php
Hello world
