Forgive me if i'm saying something irrelevant, I read a few posts on the list but am not doing much more with PEAR apart from maintaing my stuff. We solved a similar problem on a huge project at work by using a global tag that each developer bumps up on his files when they are in a reasonably stable state. Developers are free to use CVS to record changes that break things, as long as the tag stays on the latest working version of their files. We get the benefit of having small changes in CVS, and to be able to easily check out the latest stable development version. It's working for us....
