Well, they are most likely not allowing includes of any PEAR classes at
all at the moment either then. safe_mode_include_dir is a very recent
thing.
But for something like this I could see a base set of PEAR helper stuff
all bundled into a single C extension and made part of the main PHP
distribution to make it more likely that it is available everywhere.
