just a few comments to your email:

Okay - afaik there is no way to validate if a postcode is cirrect /
registered, since there are many numbers also owned by poboxes etc.,
right?

This is a thing I'd suggest to be added as Validate/Finance/DE.php
(just my personal oppinion) since in the discussion about IBAN-
validation I had strong discussions (mainly with Pierre) and we
agreed to open a Validate-Finance-"category". A short "format only"-
validation might be good as a first step. But we could even validate
the bankcode against an officially available list - as proposed some
time ago. Would you volunteer to implement such a caching /
validation / ...? Then I'd surely send you my finding on this topic -
e.g. from telephone calls with the Federal German Bank which issue
the bankcodes.

Is there any list of area-codes available that could be of use? I
somewhere heard there should be a list available for the US. Maybe
there's also one for Germany? If this is available in various
countries somehow - how about opening a new "category" Validate-
Telephone or similar which would have a DE.php-part?

I'd personally favor to discuss the structure of such submissions
here on the list, especially with Pierre. The Finance-part is
something we have now already agreed upon. Maybe a Telephone-part (or
what it will be called) would also be a good thing [tm]. :-)
