It will probably work now, but it's also probably that finally won't
work, so the recommended way should be:
<dir name="base" baseinstalldir="binarycloud">
<dir name="core">
<file>...</file>
</dir>
</dir>

Very easily:
# pear install http://packages.binarycloud.com/binarycloud-1.2.tgz
(FYI this works now)
Also most of the parts of the new pear web is working also:
- acount requests
- FAQ
- packages browsing
- authors browsing
- authentication
- news list about recent releases
- admin section
- packages categories manager
