Hi,
If you want to list non-active authors who are no longer maintainers, it doesn't make any sense to put them in the <maintainer> tag. Better is to add a new tag. It's slightly more work for the parser, but not really. I'd say <authors> and <author> for people without PEAR accounts. This would be a good place to give credit to documentors, and other roles that don't imply cvs or code access.
Of course, I always like more comprehensive solutions :)
