Indeed, such an idea has been tossed back and forth at different times. Jokingly at some point we talked about a "Siberia" for abandoned packages, or a way for labelling as such so the users will know and make a more informed decision. I'll definitely like to see that. Such a list will also be helpful for people who are eager to contribute to PEAR but might not have a particular app/package on hand.
