Then you package should be named HTML_Functions, not XML_.
I think that XHTML will require you to use entities, but I'm not sure
about that...
At least you will have to write <div title="This contains
"quotes""></div>...

I think you can easily break HTML, as your methods do not validate the
data you pass. You could easily create <img>foo</img>, which is no valid
HTML.
PEAR already has some packages that help you creating more complex
elements, like tables. I would have no use for another package that
creates tags (as I'm using XML_Util), but maybe other people like your
approach. Let's wait and see...
