However you still have the (possibly small, depends on the site) hassle
of including a header and a footer, which will usually be handled by
designers using whatever they like to use.
More to the point, I don't know any designers who would be happy for me
to build the pages for them, and just say "go edit the CSS", without me
losing important parts of my anatomy.
