At php-tools.net, I get a lot of mails from users, that have problems
using a simple OO-API, it will take some time, till these users learned
that you need to catch an exception and not try an if().

A PEAR package cannot, but any application may use PHP4 and PHP5
packages in PHP5, while disabling E_STRICT...
